A coating is a built layer — epoxy, polyaspartic, or a combination — bonded to a mechanically prepared slab, thick enough to change the surface entirely.

When coating is the right answer
Coating makes sense when you want the surface to do something the bare concrete cannot.
Epoxy gives chemical resistance, a seamless cleanable surface, and color or flake. It suits garages, workshops, wash bays, commercial kitchens, and production spaces — anywhere oil, solvents, or heavy cleaning are part of normal life. It also covers an imperfect slab and makes it uniform, which a sealer will never do.
Coating is also the answer when the concrete surface itself has failed. A slab that dusts, has lost its top layer, or is spalling is not a candidate for sealing, because there is nothing sound to seal. That surface needs to be ground off and rebuilt.
The tradeoff is that a coating is a commitment. It has to be prepared for properly, it has a service life, and when it reaches the end of that life it has to be removed and redone rather than simply reapplied.

In practice, a penetrating sealer is often the safer choice on a pool deck precisely because it does not change the surface texture. Where a coating is used, it usually needs an aggregate broadcast into it to keep the wet surface grippy, plus a UV-stable topcoat so the sun does not yellow it.

If the concrete is sound and you want it to stay that way without changing how it looks, seal it, and plan on doing it again on a cycle.
If you want the surface to resist chemicals, clean like a countertop, carry a color, or hide a slab that has seen better days, coat it — and make sure the preparation and the moisture testing are in the scope rather than assumed.
